Edit: I started a fresh world after getting the DLC so my pawns spawned with an ideology. Hovering over the options that are available should show what the role does, what it can't do, and it's requirements, if any exist. Ideology changes the way you play RimWorld by limiting the choices you would normally make in a colony, ultimately leading to an increase feeling of role-play when building your next colony.

Belief systems define social roles for leaders, moral guides, and skill specialists. With the Ideology expansion, each person in the game gets a belief system.
